简要规则描述：本项目包括排水户水质监测和雨水泵站自动取样水质检测。对浦东新区范围内的排水户排水水质进行监测管理，严格排放标准，确保水质达标排放，本项目安排监测一般行业1132户，特殊行业243户。对浦东新区范围内区管的73个雨水泵站集水井水质进行检测，以便能及时了解旱天及雨天泵站水质情况。（具体详见第三章采购需求书）
Brief Specification Description:This project includes water quality monitoring for drainage households and automatic sampling water quality testing for rainwater pump stations. Monitor and manage the drainage water quality of households within Pudong New Area, strictly adhere to discharge standards, and ensure that water quality meets discharge standards. This project arranges for monitoring of 1132 households in general industries and 243 households in special industries. Conduct water quality testing on the collection wells of 73 rainwater pumping stations within the jurisdiction of Pudong New Area, in order to timely understand the water quality of pumping stations during dry and rainy days. (Please refer to Chapter 3 Procurement Requirements for details)

合同履约期限：合同签订之日起至2026年5月底完成所有检测相关工作。
The Contract Period:Complete all testing related work from the date of contract signing until the end of May 2026.

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：
（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。
