中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）东海西湖石油天然气作业公司（以下称为“招标人”）委托，就东海西湖石油天然气作业公司柴油消防泵进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company  (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Diesel Engine Driven Fire Water Pump by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

CEP-P-6001A/B，能力为1200方/小时，布置于低甲板（EL.+21.50m），出口压力需达到1200kPaG；
BOP-P-6001A，能力为800方/小时，布置于中甲板（EL.+27.50m），出口压力需达到1100kPaG；
BOP-P-6001B，能力为800方/小时，布置于低甲板（EL.+21.50m），出口压力需达到1100kPaG；
Main Specifications:
CEP-P-6001A/B, with a capacity of 1200m3/h, is arranged on the low deck (EL.+21.50m), and the outlet pressure needs to reach 1200kPaG; BOP-P-6001A, with a capacity of 800m3/h, is arranged on the middle deck (EL.+27.50m), and the outlet pressure needs to reach 1100kPaG; BOP-P-6001B, with a capacity of 800m3/h, is arranged on the low deck (EL.+21.50m), and the outlet pressure needs to reach 1100kPaG;

For goods offered from outside PRC customs territory: 39 weeks after signing the contract . ( CIFarrives at Qingdao or other designated places Seaport)
3. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:

（1）资格要求 
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C． 国内产品不允许代理商投标，境外产品接受代理商投标。境外产品使用代理商投标时，投标人应得到本次投标所投产品境外制造商的同意，并提供该产品的合法唯一代理授权书。
Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.
