中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司海南分公司（以下称为“招标人”）委托，就东方13-2CEPB平台增加压缩机模块项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited, Hainan Branch (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of DF 13-2CEPB Added Compressor Module by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.招标内容：Bidding Contents:
货物名称：凝析油外输泵
Name of Goods: Condensate Export Pumps
数量：2套
Quantity: 2 sets
主要技术规格：凝析油外输泵的泵型为电动液压隔膜泵，流量31m3/h，入口压力1000~2800kPaG，出口压力4100~7250kPaG。
Main Specifications:
Pump type of Condensate Export Pumps shall be electrical hydraulic diaphragm pump，Capacity is 31m3/h，Suction Pressure is 1000~2800kPaG，and discharge Pressure is 4100~7250kPaG.

Delivery Schedule:
从中华人民共和国关境内提供的货物：2024年9月30日前（货到指定港口/项目现场时间）
For goods offered from within PRC customs territory: before Sep 30th,2024 (arrival date to the job site)
从中华人民共和国关境外提供的货物:2024年9月30日前（货到指定港口/项目现场时间）
For goods offered from outside PRC customs territory: before Sep 30th，2024 (arrival date to the port or job site)

从中华人民共和国关境内/境外提供的货物：买方指定的国内码头或建造场地
For goods offered from within/outside PRC customs territory: Domestic wharf or construction site appointed by PURCHASER
3. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:

（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．（接受代理）
如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

泵适合在海上环境中运行，投标人应承诺自费对所提供的产品进行检验并取得国家应急管理部认可的其中一家第三方认证机构（ABS/DNV/BV/CCS）的检验证书。
