1. 中招国际招标有限公司（招标代理机构）受北方华锦联合石化有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：
Entrusted by North Huajin Refining and Petrochemical Co., Ltd. (Tenderee), China Cntc International Tendering Corporation(Tendering Agent) invites sealed bids by international bidding method from potential bidders for the supply of the following goods and related services:
精细化工及原料工程项目45万吨/年全密度聚乙烯装置气动开关阀(小口径球阀)，数量：共13套。
Fine chemical and raw material engineering project 450,000 tons/year full density polyethylene device pneumatic on-off valve (small diameter ball valve),
Quantity: 13 sets in total.

3. 对投标人的资质要求
Qualification Requirements to Bidders
1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；
The bidder has a valid business license (bidder registered within territory of Peoples Republic of China)/ Incorpration Operating license document (bidder registered outside territory of Peoples Republic of China), and a copy of the corresponding certificate is required;
2)      投标人为所投产品制造商，或与制造商同属同一集团（同一母公司控股）或与制造商存在控股、参股的销售公司，若投标人为上述情况的销售公司，还须出具能证明与制造商同属同一集团（同一母公司控股）或与制造商存在控股、参股的相关证明文件。
If the bidder is the manufacturer of the invested product, or belongs to the same group (controlled by the same parent company) as the manufacturer, or has a controlling or participating sales company with the manufacturer, if the bidder is a sales company in the above situation, relevant proof documents must be provided to prove that they belong to the same group (controlled by the same parent company) as the manufacturer or have a controlling or participating relationship with the manufacturer.
3）本项目不接受代理商投标；
This project does not accept agent bidding；
4）自2014年7月1日至投标文件递交截止时间前7日（以合同签订时间为准），投标人在中国境内具有全密度聚乙烯装置吹扫系统小口径球阀供货业绩，单个供货业绩合同中不少于3套吹扫系统小口径球阀。
注：须提供供货业绩合同的扫描件（含双方盖章、项目名称、货物名称、供货数量、签订日期）和签字版技术协议的扫描件（应体现项目名称、装置、供货清单）等证明文件，未按上述要求提供或提供信息不全，则视为无效业绩。
