简要规则描述：完善农村生活排水网络，对已建成设施可能存在的不可抗力损坏问题进行整改，对遗漏问题进行补缺，以确保水质达标，居民生活污水得到妥善处理，对临江村、懿德村、天花庵村、上南路（地铁站南50米）、东明路马家宅、红旗村李家油库、钱家队22号、西新港、明珠医院等点位进行新建管道、窨井、泵站、管道修复、路面翻挖及修复、资源化利用的工程性措施（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）
Brief Specification Description: Improve the rural living drainage network, rectify the possible force majeure damage problems of existing facilities, make up for any omissions, to ensure that water quality meets standards and residents' domestic sewage is properly treated. Implement engineering measures such as new pipelines, manholes, pump stations, pipeline repair, road excavation and repair, and resource utilization at points such as Linjiang Village, Yide Village, Tianhua'an Village, Shangnan Road (50 meters south of the subway station), Majiazhai on Dongming Road, Lijia Oil Depot in Hongqi Village, Qianjia Team No. 22, Xixin Port, Mingzhu Hospital, etc. (specific work content and requirements can be found in the competitive negotiation document, bill of quantities, and drawings)

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：
（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；
（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；
（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；
（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；
（5）购买国货政策：本项目不接受进口产品；
