简要规则描述：①编制物流1#等14个排水分区的海绵城市建设系统方案，综合统筹排水片区内源头、过程、系统的各个环节，统筹优化各项目的边界和所起作用，协调绿色和灰色各种工程措施，系统推进海绵城市建设，突出建设的连片效应。系统方案覆盖面积35.68 km2。②开展2024年度海绵城市建设达标面积自评估工作，编制达标评估报告。
Brief Specification Description: ① Develop a sponge city construction system plan for 14 drainage zones including Logistics 1 #, comprehensively coordinate the various links of the source, process, and system within the drainage zone, optimize the boundaries and roles of each project, coordinate various green and grey engineering measures, systematically promote sponge city construction, and highlight the contiguous effect of construction. The system scheme covers an area of 35.68 km2 Carry out self-assessment of the standard area for sponge city construction in 2024 and prepare a standard assessment report.
