1. 中华人民共和国已申请一笔德国促进性贷款，用于支付“利用德国促进贷款南宁市埌东污水处理厂四期工程项目”，并计划将一部分贷款用于“土建工程与设备安装”合同项下的合理支付。
2. 作为广西绿城水务股份有限公司(以下简称“最终用户”)的招标代理机构，中信国际招标有限公司受其委托，邀请合格投标人对“第02包 土建工程与设备安装”提交密封投标，并已经在中国采购与招标网(www.chinabidding.com.cn)和德国联邦外贸与投资署网站(GTAI; www.gtai.de)发布招标公告。本次招标采用国际招标方式，所有合格成员国(详见“第五章-合格成员国”)的投标人均可参与投标。

3. 投标人资质等级及业绩要求：
(1)法定代表人授权委托书、法定代表人身份证明书原件以及被授权人本人身份证原件(被授权人由法定代表人本人担任的，仅须提供法定代表人身份证原件);
(2)国内投标人必须具有独立法人资格，须提供加盖公章的有效的营业执照以证明企业已成立不少于10年，并具备建设行政主管部门颁发的市政公用工程施工总承包壹级以上(含壹级)资质、机电设备安装工程专业承包壹级、国际质量管理体系认证(ISO9001)证书复印件以及环境管理体系认证(ISO14001)证书复印件、安全生产许可证;投标人的注册资本金应不少于1,270,000 欧元或RMB 10,000,000(其他币种以开标当天前10日中国银行首次发布的对欧元的现汇卖出价进行折算)。国外投标人须在投标文件中提供营业执照或法律文件以证明企业已成立不少于10年。
(3) 国外投标人须在中国有办事机构或分支机构，并提供相应证明;
(4) 省外企业须在广西壮族自治区备案;
(5) 投标人必须按照招标文件所列资质提供证明文件，证明其在财务、技术和产能方面有能力履行此合同。
(6) 本项目不接受未购买本项目招标文件的投标人参与投标。
4. 本项目不接受联合体投标。
5. 招标文件的获取：
(1) 合格投标人自2017年9月27日起至2017年10月17日每天9:30AM-11:30AM 至13:30PM-16:30PM(北京时间)止(周末及节假日除外)在北京市海淀区中关村南大街1号友谊宾馆苏园17单元3层领购招标文件。
(2) 投标人一经提交一份书面申请，并通过电汇或现金方式支付一笔不可退还的费用后，可获取一套完整的招标文件(不含图纸)，本招标文件全套售价人民币6,000元(不含图纸)或欧元800元。如需邮寄，另加邮费人民币300元或30欧元。获取图纸地点：广西绿城水务股份有限公司。招标文件以英文为准，中文和电子版仅供参考。
6. 投标截止时间：
所有投标文件应于2017年11月14日上午10:00(北京时间)之前送交到：北京市海淀区友谊宾馆苏园公寓17单元2层会议室。兹定于2017年11月14日上午10:00(北京时间)在上述地址公开开标。届时请参加投标的代表出席开标仪式。晚于上述日期和时间递交的投标文件将不予接受。
7. 所有投标文件都必须按照招标文件的规定随文件提交190,000欧元或1,500,000人民币的投标保证金。

1. The Government of the People’s Republic of China has applied for financing from Germany through KfW Development Bank towards the cost of German Promotional Loan Nanning Langdong Wastewater Treatment Plant Phase IV. The Borrower intends to apply a portion of the funds for eligible payments under contract of Civil Works and Equipment Installation.
2. CITIC International Tendering Co., Ltd. (hereinafter referred to as the “Tender Agent”), authorized by Guangxi Nanning Water Co., Ltd. (hereinafter referred to as the “Employer”), hereby invites the sealed bids from eligible bidders for the following Civil Works and Equipment Installation, and that the tender notice has published on www.chinabidding.com.cn. and GTAI. The International Competitive Bidding (ICB) procedure shall apply. The Bidding is open to all eligible bidders as defined in Section 5 “Eligible Countries”.

3. Qualification and Performance Requirements for Bidders:
(1) Power of Attorney, Copy of Qualification Certificate with its official company seal and Original Identification Card of the Duly Authorized Representative (the Legal Representative only needs to present the Original Identification Card);
(2) Domestic bidders shall be an independent legal entity and must provide a copy of valid business license with its official company seal, as evidence that they have been established for no less than 10 years. The Bidder must obtain Grade I or above level of Qualification of General Contracting for Municipal Public Engineering issued by the construction administrative department, Grade I Professional Contracting Qualification of Electromechanical Equipment Installation, a copy of ISO9001 Quality Management System Certificate, ISO14001 Environmental Management System Certificate and safe production license; the registered capital of the bidder shall be not less than EUR 1,270,000 or RMB 10,000,000 (other currencies shall be converted to EUR based on the first selling rate released by Bank of China 10 days prior to the bid opening date). Foreign bidders must include in the bidding document either a valid business license or a copy of a legal representative, as evidence that they have been established for no less than 10 years.
(3) Foreign bidders shall provide proof of establishment of representative office or branch in China.
(4) If applicable, bidders from other provinces shall complete the documentation procedures for record of entering Guangxi Zhuang Autonomous Region.
(5) The Bidder must furnish documentary evidence of the bidder’s qualifications to perform the Contract in respect of financial and technical capability in accordance with qualification criteria listed in the bidding document.
(6) The bid submitted by a bidder who does not purchase the bidding document from the Tender Agent shall not be accepted.
4. Bids submitted by a joint venture (JV) shall NOT be acceptable.
5. Obtain the Bidding Document:
(1) Eligible bidders may obtain Bidding Document at the office of Tender Agent between 9:30 a.m-11:30 a.m. and 13:30 a.m-16:30 a.m. (Beijing Time) from 27th September, 2017 to 17th October, 2017 (except Saturday, Sunday and public holidays) at 3/F, No. 17th Unit, Su Yuan, Beijing Friendship Hotel, South Zhongguancun Street, Beijing,China.
(2) A complete set of Bidding Document (drawings are exclusive) can be handed over to bidders upon a written application and upon payment of non-refundable fee via remittance or cash in RMB 6,000 or EUR 800. Drawings are available at Guangxi Nanning Water Co., Ltd. In case of courier delivery service, the bidder shall pay extra postage of RMB 300 or EUR 30. The English version of the Bidding Document shall prevail. Chinese version and electronic bidding document are provided for reference only.
6. Deadline for submission of bids:
Bids must be delivered to meeting room on 2/F, No.17th Unit, Su Yuan, Beijing Friendship Hotel, Haidian District, Beijing, China at or before 10:00 a.m on 14th November, 2017 (Beijing Time). The bid opening ceremony will be held on 14th November, 2017 (Beijing Time). Bids will be opened in the presence of Bidders’ representatives who choose to attend the bid opening. Submission after the deadline will be rejected.
7. Bid security in the amount of EUR 190,000 or RMB 1,500,000 must accompany each bid in accordance with the bidding documents.
8. Bidders shall register on www.chinabidding.com.cn. before submission deadline.
